On 23 April 2026, the Environmental Audit Committee (EAC) of the UK House of Commons published its report entitled „Managing the Risks of Per- and Polyfluoroalkyl Substances (PFAS)“. With 20 recommendations, the committee is urging the UK government to move from a predominantly research-led approach to a framework for regulating these persistent industrial chemicals that is more focused on precaution.
PFAS comprise several thousand synthetic chemicals. Depending on the definition used, it is currently estimated that there are between 10,000 and 14,000 individual substances. Due to their water-, grease- and dirt-repellent properties, as well as their heat resistance, they are widely used. As many PFAS are extremely persistent, they accumulate over time in water, soil and living organisms. The report highlights widespread environmental contamination across the United Kingdom and points to growing health concerns associated with certain PFAS compounds.
From research to prevention
The committee concludes that the government’s PFAS plan, published in February 2026, does not go far enough. Whilst the importance of further research is recognised, the report argues that regulatory measures should be taken forward in parallel.
The key recommendations include:
- A phased restriction on non-essential uses of PFAS from 2027.
- The regulation of PFAS as chemical groups rather than individual substances.
- A reform of UK REACH to bring it more closely into line with evolving EU legislation.
- Clearer legal limits and improved labelling requirements for relevant consumer goods and drinking water.
What this means for environmental and water technology
For companies operating in the fields of remediation and water treatment, several recommendations are of particular importance.
The Committee calls on the Government to take the following measures:
- Publication of officially recognised guidelines for PFAS remediation.
- Investment in scalable technologies for the safe destruction of PFAS.
- To assess whether the existing high-temperature incineration capacity in the United Kingdom will be sufficient to handle the expected volumes of PFAS waste once future restrictions come into force.
The Government was asked to report to the committee on these matters within six months.
The report also refers to ongoing research, including projects supported by UK Research and Innovation (UKRI). These are investigating complementary technologies for PFAS destruction, such as ultrasonic treatment and catalytic degradation, alongside conventional high-temperature incineration.
Costs and the ‘polluter pays’ principle
The financial implications are considerable. An estimate by the Environment Agency suggests that, in England alone, the cost of remediating PFAS contamination will be between 31 billion and 121 billion pounds might cost.
The committee recommends that, where possible, the refurbishment costs should be calculated in accordance with the The polluter pays principleto recover the costs. If the responsible parties can no longer be identified, it is proposed that alternative funding mechanisms be explored, including levies on PFAS manufacturers. As international examples, the report refers to the proposed French PFAS levy and the US Superfund approach, whilst at the same time acknowledging the concerns expressed by industry regarding competitiveness.
A clear course of action
It is important to note that the EAC report is not a law. It sets out recommendations to the UK Government, and it remains to be seen which measures will ultimately be implemented.
Nevertheless, the report sends a strong signal. Across the United Kingdom and beyond, remediation, safe disposal and adequate treatment capacity for PFAS are moving further up the political and regulatory agenda. For organisations working in the field of environmental technology, the long-term direction is becoming increasingly clear: demand for robust, scalable and technically mature solutions for PFAS treatment is expected to continue to rise.
